The National League System comprises the seven levels of the English football league system immediately below the level of the FA Premier League and The Football e. it is five levels below the Nationwide Conference and nine levels below the FA Premier League. There is a promotion/relegation system in place between Division Two and the North West Counties League's feeder leagues, but in recent years few clubs that were eligible for promotion have met the stadium requirements of the North West Counties League, so consequently promotion and relegation between the two levels has not taken place. Because of the lack of local lower-level clubs who meet the league's ground requirements, it only has 18 clubs instead of the 22 provided for in the constitution.
