Pembroke was the eldest son of Sidney Herbert, 1st Baron Herbert of Lea, only son of Henry Herbert, 10th Earl of Pembroke, by his second wife Catherine (née Woronzow). Sidney Herbert 1st Baron Herbert of Lea ( 16 September 1810 – 2 August 1861) was an English Statesman. Henry Herbert 10th Earl of Pembroke and 7th Earl of Montgomery (3 July 1734 – 26 January 1794 was the son of the ninth earl of Pembroke, and was named His mother was Mary Elizabeth, daughter of Lieutenant-General Charles Ashe A'Court. He succeeded his father in the barony of Herbert of Lea in 1861 and the following year he inherited the earldom of Pembroke on the death of his uncle.
